Vermont Amends Permitted Charges Related to First Lien Mortgages

Vermont passed a bill amending permitted charges with respect to first lien mortgage subject to Depository Institutions Deregulation and Monetary Control Act of 1980 (DIDMCA) and under the Vermont Licensed Lenders Act. Under the bill, a mortgage lender may now accept a charge for discount points on a first lien mortgage subject to DIDMCA at the request of the borrower for the purpose of reducing the interest rate or time-price differential applicable to the loan. The bill becomes effective July 1, 2025.
