VA added chapter 22 of the Servicer’s Handbook (M26-4) to outline the program policy and procedures for VA Partial Claim in accordance with Public Law 119-31 (July 30, 2025) and Public Law 119-37 (November 12, 2025). The VA Partial Claim Program is available and “live” on June 15, 2026. Full implementation is expected no later than 180 days from the date the final policy is published.
